Foreign exchange is an over-the-counter market - there is no exchange clock the way equities have one. What people call the “Tokyo session” is a window in which dealers in that city are at their desks, roughly the 09:00-18:00 window in Asia/Tokyo.
Liquidity and spreads vary across the four sessions. The deepest two-way liquidity occurs during the London-New York overlap, between roughly 13:00 and 17:00 UTC.
